From 15th to 16th March, hosted by the China Paper Industry Chamber of Commerce in Shanghai, with keen support from 30 plus large-scale pulp and paper-making manufacturers at home and abroad, the China International Pulp Forum 2016, themed on the 13th Five Year Plan of the paper and pulp industry against the backdrop of supply side reform, was attended by over 300 representatives from domestic and foreign companies in paper and pulp making, logistics and trade equipment to jointly explore new prospects of paper and pulp industry in China and beyond. Mr. Wang Wei, Executive Deputy Secretary General of the Technology and Development Centre of the State Forestry Administration(SFA) and Chairperson of the China Forest Certification Council(CFCC),

attended the forum.

 

Wood is important processing raw materials for paper and pulp industry. As people's attention to ecological environment is on the rise, the responsible procurement of wood raw materials from sustainably-managed forests has become focus of attention of paper

and pulp companies. What need we do to promote sustainable forest management and press ahead with sustainable development of paper and pulp sector? Responding to these related questions, Mr. Wang Wei made his key-note speech titled An Overview of

China's Forest Resources and China Forest Certification Scheme.

 

Mr. Wang said that China's total forest area reaches 207.69 million hectares, of which the area of natural forest is 121.84 million hectares, accounting for 64% of forest land. Along with the global climate change and increasing demand for forest products, we are being confronted with heavy threats of scarcity of forest resources, which has made the responsible trade of forest products an issue of common concern around the world. Paper and pulp industry has all along been high on the agenda worldwide. In 2014 the physical

volume of imported wood pulp was 18 million tons and exported wood pulp 18,000 tons meanwhile the physical volume of imported paper and paper products reached 2.95 million tons and exported paper and paper products 8.52 million tons. China's demand for

paper and pulp will increase in pace with socio-economic development. Meanwhile, the environmental protection has drawn close attention and more and more people speak up for protecting ecological environment, rationally utilizing forest resources and promoting green development. Mr. Wang pointed out that sustainable forest management is one of the most effective and efficient measures adopted to protect forest resources and an

important means to rationally utilize forest resources. As a mega sector to utilize forest resources, paper and pulp sector is obliged to ensure responsible procurement of wood raw materials from sustainable sources. Forest certification is a market tool where

enterprises serve as major actors, governments provide guiding support, stakeholders participate. And forest certification is an important means to promote sustainable forest management thanks to the whole process requiring legality and sustainability of

wood-based raw materials from the perspective of provenance. Procurement of certified wood materials is an important guarantee for paper and pulp enterprises to effectively protect the environment and rationally utilize forest resources, and a clear manifestation of corporate social and environmental responsibility. In this way forest certification would motivate enterprises to opt for responsibly procuring raw materials, thereby promoting sustainable development of paper and pulp industry as a whole.

 

Initiated to develop since 2001, the China Forest Certification Scheme (CFCS) had been basically established and put into operation by 2010, drawing on advanced experience and best practice of other countries and taking into full consideration our national conditions and forest situation. In February 2014, the CFCS had successfully been endorsed by the Programme for the Endorsement of Forest Certification Schemes (PEFC) and started to advance in global arena. The China Forest Certification Logo has also become a green passport for Chinese forest products to gain access to the international marketplace. In 2015, the China Certification and Accreditation Administration (CNCA)

had promulgated the relevant regulation of further standardizing forest certification market in China, steering the forest certification market towards the right direction. Mr. Wang noted that the relevant departments are proactively pushing ahead with the entry of certified forest products into the Public Procurement Catalogue, encouraging the forest sector, especially paper and pulp sector to preferentially opt for CFCC-certified products. In order to push forward the development of forest certification in China, the State

Forestry Administration, together competent departments of relevant sectors, will jointly conduct standard-setting related to green procurement, green printing and green building and so on. So as to rectify and regulate the order of forest certification market, China's forestry watchdog, together with the CNCA, will conduct an array of joint inspections and examinations towards the markets. All these measures will inject fresh impetus to and create an appropriate environment for sustainable and green development pursued by paper and pulp industry.

 

Sustainable and green development is pulp and paper industry's unwavering commitment and forest certification will boost their sustainable development, promote forestry sector's green development and advance progress of ecological civilization.

 

Taking the opportunity of attending the China International Pulp Forum 2016, the China Forest Certification Council(CFCC), together with nine pulp and paper enterprises including Asia Symbol Group, Shandong Sun Paper Industry Co.,Ltd., Huatai Group Co.,Ltd., China Paper Industry Investment Corporation, APRIL Group, Shandong Bohui Paper Industry Group, Dahe Paper Industry Co.,Ltd., Henan Yinge Industrial Investment Company, Sateri Group jointly proposed initiatives as follows:

In order to accelerate building-up of ecological civilization, put the concept of green development into practice, effectively protect ecological environment, rationally utilize forest resources, bring into full play the forest certification's role in promoting sustainable

forest management, manifest corporate social and environmental responsibilities and boost sustainable development of the pulp and paper sector, the China Forest Certification Council (CFCC) unite with the relevant pulp and paper enterprises to make joint initiatives as follows:

 

1.Consciously abide by relevant national laws and regulations;

2.Set up responsible procurement policy of wood-based raw materials and preferentially opt for certified raw materials;

3.Proactively apply for CFCC/PEFC FM certification and Chain of Custody(CoC) certification;

4. Inspire suppliers and distributors to apply for CFCC/PEFC FM certification and Chain of Custody(CoC) certification;

 

Let's all take concrete action now and make due contribution to conserve forest resources, care for our living environment and ultimately build a beautiful China where the sky is blue, the land is green, and the water runs clear.
