The 5th Meeting of the CFCC Stakeholder Forum was held in Beijing on 19th July. Hosted by the Technology and Development Center of the State Forestry Administration(SFA) and the Chinese Academy of Forestry(CAF), sponsored by PEFC China Initiative, presided over by Mr. Wang Wei, CFCC Chairperson and Former Deputy Director General of the Technology and Development Centre of the SFA, the meeting was attended by nearly forty representatives from relevant departments of the SFA, the CAF, Certification Bodies, certified enterprises as well as news outlets. 


Ms. Yuling, Director of the Certification Division of the Technology and Development Centre of the SFA, on the behalf of CFCC, briefed the stakeholders on the work development achieved by the CFCC in the first half of the Year 2016, and elaborated on the standard development, institution building, expansion of certification scopes, pilot programs as well as the publicity and promotion, and interpreted the articles in the Approval, Accreditation and Authorization of Forest Certification Bodies, which makes a clear direction for the Certification Bodies, particularly the new-established CBs. Mr. Lu Wenming, researcher with the CAF and Deputy CFCC Secretary General made known the latest development of the revision of CoC certification standard.  


In the Q&A session, extensive discussion and exchange was made among representatives. The representative from the Yingchun Forestry Bureau shared their success story of CFCC Non-Timber Forest Product Certification of the Black Bee Products, showing the increase of bee-keeping households, substantial price premium of bee products and more employment opportunities for the local communities and the transition of industrial development of forest community. Mr. Yan Hongsheng, Director of the Wildlife Protection Association of Jiangsu Province, taking the certification of Forest Eco-Environment Service and the NTFP as an example, demonstrated the social, ecological and economic benefits brought by the forest certification to the local communities and offered valuable suggestions and comments regarding the publicity and promotion of the China Forest Certification. The representatives from the Forestry Academy of Shandong Province shared their practical experience of the NTFP certification of Shandong Zhanhua Winter Jujube. And the representatives of CBs conducted exchanges and discussion on problems arisen from the on-site process of CFCC certifications. 


Mr. Wang Wei noted that with the joint efforts, great achievement has been made in the China Forest Certification Work, hoping that all stakeholders will make constant endeavors to jointly press ahead with the China Forest Certification Work. And he also expected to see enhanced communication across Certification Bodies to joint solve the practical problems and earnestly comprehend the Forest Certification Rules and the relevant Notice published in June, 2015 and certification auditing activities will be conducted in accordance with laws and regulations so as to ensure the impartial, fair and orderly operation of the certification market in China.   



Forest certification is an effective approach to advance sustainable forest management, promote market access of forest products and accelerate forestry internationalization process. Since its inception from 2001, through continued development, the National Forest Certification Scheme has been established, catering to the national condition and forest situation, and the CFCS has been recognized by PEFC, the global largest forest certification system, in 2014, marking that CFCS has been unanimously recognized by over forty PEFC members. The CFCC-certified forest products carrying the combined logo of CFCC and PEFC have been increasingly gaining access to the international marketplace. For the recent past years, following expansion of certification scopes and phased standardization of the certification market, great stride has been made regarding the China forest certification work. Based on the FM and CoC certifications, the scope of the forest certification has been expanded to Carbon Sink Forest Certification, Bamboo Forest Certification, NTFP Certification, Forest Eco-Environment Service Certification, Certification for Commercially-managed precious and endanger wildlife: Feeding and management, Forest Fire Prevention Certification, Flower Certification. Particularly, the NTFP certification not only enhances products quality, and awareness of the products, but also diversifies income resources of residents of forest-community, and promotes the transition of forest industrial development. Taking the Yingchun black bee products and Zhanhua Winter Jujube as typical examples, through certification, they have all brought substantial benefits to local communities. In order to enhance the qualification and professional level of relevant personnel engaged in China Forest Certification Auditing and strengthen the personnel management, the China Certification and Accreditation Association(CCAA) has revised the Guideline for Registration of Management System Auditors, making specific requirements for the registration of auditor conducting forest certification activities. In order to rectify the certification activities by the Certification Bodies in the territory of P.R.C, the Forest Certification Rules have been jointly promulgated by the China Certification and Accreditation Administration (CNCA) and the State Forestry Administration (SFA).         



The daily running of the CFCC is overseen by its Secretariat, with the Technical Committee and the Disputes Settlement Committee established under the CFCC. The Technical Committee is responsible for providing technical support for the forest certification scheme, meanwhile, the Dispute Mediation Committee is in charge of making arbitration towards disputes, complaints and appeals. In order to adapt to the internationalization process, in accordance with international practice, the Stakeholder Forum is established by the CFCC, so as to provide information-sharing, exchange and cooperation platform for relevant parties interested in and giving supports to the process of the China forest certification, and enhance the transparency of the CFCS building. Every year, two or three Stakeholder Forum sessions will be convened irregularly to let relevant parties keep abreast of timely and comprehensively development situation and latest trend of the CFCS, which plays an important significance for the development of the China forest certification work. 


The 5th session of the CFCC Stakeholder provided an opportunity to learn about the latest development of CFCC and bridged an information-sharing and cooperation platform for Certification Bodies and certified enterprises.
